Emergency Response Update Wednesday, May 8, 10 a.m.
Douglas County Emergency Management Agency, in partnership with the Federal Emergency Management Agency (FEMA), will open a Multi-Agency Resource Center (MARC) for two days, beginning Thursday, May 9, at noon at the Elkhorn Suburban Fire District Education and Training Facility, 9301 N. 204th St., between Elkhorn and Bennington.
“The MARC serves as a one-stop shop where disaster survivors can access information, resources, and services related to recovery,” said Whitney Shipley, assistant director of Douglas County Emergency Management Agency. “This is an opportunity to bring multiple service providers together in a single location to facilitate easy access to agencies providing on-site assistance to survivors.”
Many of the agencies represented are members of Nebraska Volunteer Organizations Active in Disasters (VOAD), an association of organizations that mitigates and alleviates the impact of disasters, provides a forum for promoting cooperation, communication, coordination, and collaborations, and fosters more effective service delivery to communities affected by disasters.

Emergency Response Update Tuesday, May 7, 11 a.m.
The Douglas County Board approved waiving building permit fees for tornado-damaged properties in Bennington, the Village of Waterloo, and unincorporated areas of Douglas County.
Property owners will still need permits for demolition. While the fees are waived, the process is still needed, said Kent Holm, director of Douglas County Environmental Services. The Board also approved extending free storm debris drop-off at the Pheasant Point Landfill through Saturday, May 11, 2024.
As a reminder, here’s some important information you need to know about dropping off debris at the Pheasant Point Landfill, located at 13505 N 216th St. in Bennington:
- Green debris limbs must be cut into pieces 4 feet or smaller.
- The debris can be mixed. There is no need to separate the debris.
- Home appliances and hazardous materials are not accepted.
- All loads of debris must be secured and covered with a tarp.
“We do this because we see the need,” said Commissioner Roger Garcia, Chair of the Douglas County Board. “We want to help the citizens who are recovering, rebuilding, and going through this natural disaster.”
FEMA Teams Begin Assessing Damage and Needs this Weekend
FEMA will begin canvassing neighborhoods affected by recent tornadoes starting Sunday, May 5, in coordination with state and county emergency management.
FEMA Disaster Survivor Assistance teams will be working in Douglas and Washington counties in Nebraska. Teams visit communities designated as federal disaster areas to help homeowners and renters apply with FEMA and quickly identify and address immediate and emerging needs. They also can provide application status updates and referrals to additional community resources.
FEMA can provide money to eligible applicants for help with serious needs, paying for a temporary place to live, home repairs, and other needs not covered by insurance.
FEMA Disaster Survivor Assistance staff can easily be identified by their federal photo identification and FEMA clothing. Nebraska residents are reminded to ask for official photo identification before providing personal information.
In addition to Disaster Survivor Assistance teams, FEMA housing inspectors also will be working in Douglas and Washington counties, inspecting damage reported by people who have applied with FEMA. Inspectors will call or text to make an appointment before coming to a home. They will display official photo identification. If the official ID is not visible, it’s OK to ask to see it. This helps prevent fraud.
In general, people without insurance will be contacted first. Applicants who have insurance may be contacted for an inspection after they send FEMA a copy of the declarations page from their insurance policy or settlement information.
Many legitimate disaster assistance personnel also may visit your property. This can include insurance agents, damage inspectors, state and local officials and FEMA and U.S. Small Business Administration (SBA) staff. FEMA employees do not ask for money – or accept money – from disaster survivors. FEMA staff never charge applicants for disaster assistance, inspections, or help with registration.
Tips to safeguard against fraud:
- Ask to see ID badges. All FEMA representatives wear a federal photo ID badge. A FEMA shirt or jacket is not absolute proof of identity. If you are unsure or uncomfortable with anyone you encounter, please contact local law enforcement.
- Beware of people claiming to be building contractors going door-to-door. People knocking on doors at damaged homes or phoning homeowners claiming to be building contractors could be con artists, especially if they ask for personal information or ask for money. Be sure to verify the federal ID badges of disaster assistance staff who may visit your home.
- FEMA does not have “approved” contractors. Beware of building contractors who say they are affiliated with FEMA. Don’t sign anything you don’t understand or contracts with blank spaces.
- If you have knowledge of fraud, waste, abuse, or allegations of mismanagement involving disaster relief operations, call the FEMA Disaster Fraud Hotline at 866-720-5721.
- Always use licensed and bonded contractors and ask for credentials. Never pay for anything in advance of work being done.

President Biden Approves Disaster Aid for Douglas and Washington Counties
At the request of Governor Jim Pillen, President Biden has granted a major disaster declaration for the state, triggering the release of federal funds to help Nebraska residents and communities recover from severe storms, straight-line winds, and tornadoes that occurred April 25-27.
Assistance includes individual assistance to renters, homeowners, and business owners who have sustained losses, and cost-sharing funds, which will help in the removal of debris and emergency protective measures, as well as the reimbursement for repairs to public infrastructure and property. The Nebraska Emergency Management Agency will soon provide information to assist storm victims with the necessary application processes.
Those who sustained damage or losses in Douglas and Washington counties can begin applying for assistance right away at www.DisasterAssistance.gov or by calling 800-621-FEMA (3362). There is also a FEMA mobile app, available through Google Play and the Apple App Store.
“This approval will allow Nebraskans affected by the Arbor Day tornadoes to get back on their feet as quickly as possible,” said Gov. Pillen. “We know that the road to recovery will be a long one, but this declaration will help expedite processes and funding provided through FEMA, to help people take care of both immediate and long-term needs.”
In the coming days and in coordination with the state and local governments, FEMA will have staff visiting affected neighborhoods. Those individuals will be carrying identification, so residents know who they are. They will be assessing damage and providing information to impacted individuals. Damage assessments are continuing in other areas. Additional counties, as well as requests for assistance resulting from the severe weather, may be declared at a later date.

Emergency Response Update Wednesday, May 1, 1:30 p.m.
FCC residential trash collections:
FCC will try to provide service in the neighborhoods with tornado damage. If you have household trash to pick up, please try to have carts out by 6 am on your day of service. There are long lines at the Pheasant Point Landfill this week to dispose of debris. This may result in some regular collection delays. If your trash is not picked up on the regular day, please leave your cart on the curb for collection the following day. Finally, residents in tornado-damaged areas who have damaged or missing FCC carts or City Of Omaha carts can make a report to the Solid Waste Hotline at 402-444-5238 for repair or replacement.
Governor Pillen has ordered the Nebraska National Guard to assist with security in neighborhoods impacted by severe weather over the weekend. Douglas County officials have requested personnel from the National Guard who can assist in the deterrence of looting and with the management of heavy vehicle traffic around neighborhoods where homes have been damaged and destroyed. Pursuant to that request, Gov. Pillen has ordered the deployment of soldiers to support law enforcement in Elkhorn. The National Guard will deploy approximately two dozen soldiers starting Wednesday and through the next two weeks.

Today’s regularly scheduled outdoor warning siren test at 11 a.m. has been canceled as some sirens are undergoing maintenance.
Emergency Response Update Tuesday, April 30, 7 p.m.
- Owners who will rebuild their homes and businesses after the April 26th tornado will not have to pay building permit fees. The Omaha City Council voted unanimously Tuesday to waive the fees for permits and inspections. The waiver applies to properties within the city limits and also outside the city within the three-mile zoning jurisdiction (ETJ). The city of Omaha Municipal Code allows the fee waiver in the event a tornado causes extensive damage.
- Updated information presented by Douglas County GIS Administrator Mike Schonlau shows 834 reports of property damage, ranging from destroyed to major and minor damage. More than 1,900 properties have already been inspected: 689 in the Omaha city limits, 1,000 in the three-mile ETJ, 44 in unincorporated areas of Douglas County, and 155 in Bennington. The data will identify properties that qualify for the fee waiver.
- Omaha Superintendent for Permits and Inspections Anna Bespoyasny cautions homeowners that a license is required for any building contractor to work as a contractor in the city limits or the ETJ. The license requirement will not be waived for out-of-town or out-of-state contractors.
- A business license filed with the State of Nebraska is not a building contractor license as required by the City of Omaha. - Three outdoor warning sirens in Douglas County are currently inoperable and will not sound in the event of severe weather this week, Douglas County operates 125 outdoor warning sirens. The following sirens are currently not operational:
- Outdoor Warning Siren, located at 58th and L Streets
- Outdoor Warning Siren, located at 138th Street and Ames Avenue (at Hillsborough Park)
- Outdoor Warning Siren, located at 168th and State Streets
- Douglas County Emergency Manager Paul Johnson said outdoor warning sirens are intended to warn people outdoors to seek shelter and check weather forecasts and local media. He added residents must stay vigilant during severe weather and pay attention to cell phone weather alerts, TV news, and the NOAA weather radio.

Beginning today, residents impacted by the tornadoes can receive free laundry service in the parking lot of the Walmart Supercenter at 16960 West Maple.
This is a collaborative effort between Matthew 25: Ministries, a Cincinnati, Ohio-based nonprofit that focuses on international humanitarian aid and disaster relief, Procter & Gamble, and Walmart. Matthew 25: Ministries has deployed their Disaster Response Team, the Tide Loads of Hope Mobile Laundry Unit, and a mobile shower trailer unit to assist impacted residents. Hours are 9:00 am - 5 pm Tuesday through Friday this week (April 30 - May 3), with more dates to be determined. No appointment is needed.
Free services for residents impacted by tornadoes:
- Tide Loads of Hope Mobile Laundry Unit will be on-site with volunteers available to wash, dry, and fold up to two loads of laundry per household daily. Residents can drop off their clothes and will receive a text message when their laundry is ready for pick-up.
- Duracell has provided free batteries, power banks, and portable cell phone chargers.
- Cintas has provided first-aid and safety kits.
- Showers/Bathroom Trailers will be available for residents.
- Proctor & Gamble has provided personal care kits and supplies, including soap, shampoo, toothpaste, and toothbrushes that will be distributed throughout neighborhoods.

Beginning today, City of Omaha Public Works employees will assist residents in the Ramblewood neighborhood in Elkhorn with the disposal of construction debris. Ten large orange dump trucks and loaders, marked with the city seal on the doors, are available for disposal of wood, bricks, shingles, broken furniture, drywall, and other household debris. This is a free service provided by the City of Omaha and will continue daily from 7:30 am – 5:00 pm until further notice.
These items cannot be discarded in the trucks: tires, hazardous waste, waste oil, paint (dried paint is okay), lead-acid batteries, appliances, or air-conditioners.
The city will also offer a free drop-off for damaged appliances at Greenbrier Park, the same location as the tree and limb debris drop-off. We have contracted with Abe’s to provide large dumpsters at the park and then dispose of those appliances.
Waste Management has extended hours at the Pheasant Point Landfill, 13505 N 216th Street, until 6:00 pm every day through May 4.

- The Salvation Army’s drive-thru Disaster Relief Center at Brite Ideas Decorating at 156th & Blondo will be open today from 10 a.m. – 3 p.m. Free bottled water, non-perishable foods, cleaning supplies, and personal-care items will be available. ID is required. The Salvation Army is not accepting additional donations at this time due to the large volume of donations already received. Anyone wishing to volunteer to staff the Disaster Relief Center can call the volunteer hotline at 402-898-6000.
- The Douglas County Health Department’s tetanus vaccine clinic is open today from 10 am - 2:00 pm at Common Ground Community Center, 1701 Veterans Drive in Elkhorn. This clinic is intended for those affected by the storm or the clean-up.
- Free tree and limb debris drop-off locations are open today. The City of Omaha location is 209th and Park Drive in the north parking lot of Greenbrier Park from 9:00 am - 7:00 pm. Enter from Park Drive and exit heading south via 209th St. The State of Nebraska Game and Parks Commission is operating a site at Two Rivers State Recreation Area from 9:00 am - 5:00 pm. Enter the park along Two Rivers State Recreation Road.

Another debris disposal site will open Monday for tree, limb, and other green debris at Two Rivers State Recreation Area. Hours are 9 am to 5 pm Monday through Friday at the park off Highway 92 and South 264th Street. Enter the park along Two Rivers State Recreation Road. Nebraska Game and Parks staff and signs will direct people to designated drop-off locations within the park. Lumber, drywall, insulation, furniture, appliances, and other household waste will not be accepted at this location.
OPPD reports the number of customers without power is down to 1,800.
The Red Cross has closed its shelter at Common Ground Community Center. Common Ground will reopen for members on Monday at 5 am.

Emergency Update Saturday, April 27, 10 p.m.
Preliminary assessments by the National Weather Service indicate an EF2 tornado touched down at Eppley Airfield Friday. The tornado that hit parts of Elkhorn, Bennington, and western Douglas County has an initial EF3 rating. The National Weather Service says damage assessments will continue Sunday and maybe into Monday.
OPPD crews have restored 75% of customers who lost power. There are about 2,000 customers still without power. The remaining outage restoration will be slower going as there are more technically challenging and complex repairs to be made. OPPD's Asset Management & Maintenance team will be conducting helicopter patrols of transmission lines in storm-impacted areas tomorrow and Monday, weather dependent. These patrols will give OPPD a better idea of the extent of damage and the current condition of lines. Eppley Airfield has closed the east side of the airport where General Aviation is located while debris is cleared. Omaha Airport Authority CEO Dave Roth says there will be no impact on operations next weekend when the Berkshire Hathaway annual meeting begins.

If you told Stacy Gillman back in high school that she would be a stormwater and floodplain specialist, she would have said you were ‘crazy.’
“I hated science in high school, and I hated math,” said Gillman.
However, it was her love of the outdoors that inspired her to pursue science in college.
“My background is in geology and geography. Just seeing how our ecosystem, atmosphere and climate continue to change, I just love studying it,” said Gillman.
After growing up in Council Bluffs, Iowa, and graduating from Northwest Missouri State in Maryville, Gillman’s career path eventually led her to Douglas County Environmental Services, where she has worked for the past seven years as a stormwater and floodplain specialist.
“I manage the county’s phase two stormwater permit which comes with several components that we implement and have to update,” said Gillman.
Among those components are public education outreach, public participation, assessing construction site runoff, post-construction runoff control, pollution prevention, and good housekeeping.
“Our stormwater program is an effort to preserve and improve our community’s water resources and protect these resources from pollution and stormwater runoff that is generated from construction sites and other activities,” said Gillman.
Understanding those efforts and their significance couldn’t be more important to Gillman, who recently received her CFM or certified floodplain manager certification.
“The CFM is a uniform exam that is administered across the country, and it evaluates you on how well you know the National Flood Insurance Program, regulatory standards, community guidelines, flood insurance policies and your ability to comply with floodplain regulations,” said Gillman.
That knowledge and skillset were put to the test during the spring floods of 2019 which presented its own unique set of challenges for Gillman.
“I did some damage estimates of homes and properties that were destroyed by the floodwaters. If you haven’t been in that situation, you will never truly understand. Some floodplain regulations say you can’t rebuild, so how do you tell somebody that when they have nowhere else to go?” Gillman said.
Those moments speak to the importance of the work Gillman and her team do here in Douglas County.
“The most rewarding part of my job is going out and talking to people, getting to know them, helping them understand their flood insurance policies, guidelines, and regulatory standards. We can all make a difference in our community when we listen to each other,” said Gillman.
A career in science may not have been on her radar as a student, but Gillman is so glad her career path in environmental services led her to such a key role within local government.
“I love my job. I have a lot of support from my co-workers and the means of getting answers and important information when I need it. I love working here in Douglas County.”

Routine monthly siren testing will occur on the first Wednesday of each month at 11 a.m. throughout the severe weather season. The first routine monthly siren test for the 2024 season will be at 11 a.m. on Wednesday, March 6, 2024.
Each monthly siren test will consist of a single sounding. Routine monthly testing of the Outdoor Warning Siren System will also occur at
11 a.m. on April 3, May 1, June 5, July 3, August 7, September 4 and October 2, 2024.
Testing of sirens is on a weather-permitting basis and will not be performed if threatening weather exists. It should be noted that testing and sounding of individual sirens will be conducted to prepare for the upcoming severe weather season. Sirens may also be heard periodically throughout the spring and summer on an as-needed basis as part of general maintenance activities.
Rondy Woodard, a longtime employee of Douglas County, was recently named Superintendent of the Douglas County Youth Center.
Woodard, who has dedicated over 33 years to helping youth in Douglas County, served as the interim Superintendent of the Youth Center since November 2023.
“Rondy's exceptional leadership, knowledge of juvenile detention, and his commitment to the youth who the county serves made him the best candidate for this role,” said Patrick Bloomingdale, Douglas County Chief Administrative Officer.
Woodard was only 22 when he started working at the Youth Center as a temporary employee. It wasn’t long before he became a full-time youth detention specialist.
His ability to empathize with youth and understand their challenges and struggles helped him earn promotions to youth detention supervisor, deputy detention manager, and detention manager throughout his career.
“It has always been about the kids. That’s why I have stayed here so long,” Woodard said. “There’s no better feeling than seeing these kids when they grow up and they remember the positive messages I told them when they were at the Youth Center.”
Woodard said he reminds youth daily of two things: “It’s always one decision at a time, and don’t let your short-term emotions have long-term consequences.”
On Jan. 26, 2024, Douglas County and the City of Omaha recognized employees with the Dr. Martin Luther King, Jr. Aspire to Inspire awards. One community member was also honored at the event.
For several years, these awards have been presented to employees and community members who emulated Dr. King’s vision of diversity, inclusivity, and equality. A committee of County and City representatives reviewed nominations and selected the following award recipients:
Douglas County’s recipient is Marisa Hattab, Douglas County Diversity, Equity, and Inclusion Officer. Her nominator said, “Marisa has made many employees of Douglas County feel like they have a voice. She listens to employees feeling stuck or stagnant and gives them valuable tools to find ways to change it. She echoes Dr. King’s sentiments.”
The City of Omaha’s recipient is Bridget Hadley, Economic Development Manager for the City Planning Department. Her nominator said, “I have only known Bridget for a few years, but in that time, she has been someone I find I can consistently look up to as an example of how to put one’s principles of diversity, equity and inclusion, unity, and diligence into their professional life.
